            C.1      EFFICIENCY GRANT RESOLUTION

RECOMMENDED MOTION:  “that the Board of Education of the
Hamburg Central School District approves of the following resolution:

 

              WHEREAS, Hamburg Central School District intends to work in
partnership with the Frontier Central School District (“Frontier) and Lake Shore
Central School District (“Lake Shore”) to seek funding through the 2012-2013
Local Government Efficiency Grant Program for a comprehensive feasibility
study to identify areas where collaboration and cooperation among the three
districts will result in greater economies and efficiencies in operational function
and provide continued or expanded educational opportunities for students in the
three school communities, and

 

              WHEREAS, the feasibility study is for the express purpose of
identifying areas where collaboration will increase efficiencies, reduce
operating costs as well as maintain educational opportunities for students in the
three districts, and

           

WHEREAS, by examining enrollment trends, geographical data,
current programming, the study will include recommendations of potential
efficiencies in the areas of transportation, staff and professional development,
student placements and other operational and instructional areas, and

 

WHEREAS, Hamburg, Frontier and Lake Shore intend to seek funding
of $75,000 through the 2012-2013 Local Government Efficiency Program, with
local matching funds equal to ten percent of the total approved project costs
being provided by the school districts. The Local Government Efficiency Grant
Program award of $67,500 will be supplemented with local funds required for this
grant application not exceeding $2,500 per school district, and

 

WHEREAS, Lake Shore shall serve as lead educational agency on this
application for funding and Superintendent of Schools, James E. Przepasniak, shall
serve as lead applicant contact person to execute all financial and/or administrative
processes relating to the implementation of grant program.

 

ITIS HEREBY RESOLVED, the Hamburg Central School District
Board of Education authorizes this aforesaid inter municipal agreement in
collaboration with the Boards of Education of Frontier and Lake Shore, and it
is further

           

RESOLVED, that the Hamburg Central School District Board of
Education authorizes the Superintendent of Schools to serve as the District
representative and the District contact person to work in partnership with the
school designees of Frontier and Lake Shore and to seek the funding and
feasibility study as set forth above, and it is further

 

RESOLVED, that the Hamburg Central School District Board of
Education authorizes to supplement the aforesaid grant award with local funds not
to exceed $2,500, and it is further

 

RESOLVED, that this resolution shall take effect immediately.

 

 

            C.2      EXTENDED SCHOOL DAY RESOLUTION

RECOMMENDED MOTION:  “that the Board of Education of the Hamburg
Central School District approves of the following resolution:

 

              WHEREAS, the Hamburg Central School District’s elementary level
has one of the shortest school days in the area; and

 

              WHEREAS, the elementary bell rings at 8:40 a.m. to start the day and
dismissal begins at 2:25 p.m.; and

 

              WHEREAS, dating back to the summer of 2012, several members of the
HCSD Board of Education have brought this information to the school board’s
attention; and

 

              WHEREAS, contractually our teacher school day ends at 3:20 p.m.; and

 

              WHEREAS, by extending the education day, students will have an
additional 40 minutes of education time; and

 

              WHEREAS, by extending the teacher/student contact time by
approximately 3 hours and 20 minutes a week, more in education time is
gained; and

 

              WHEREAS, based on an approximate 37 week teaching schedule,
taking into consideration vacation, holidays and exams; and

 

              WHEREAS, this increased school day would extend our elementary
school year by approximately 20 days per year; and

 

              WHEREAS, this would be in the best interest of our students.

 

BE IT RESOLVED, that the Hamburg Central School District refer this resolution
to the transportation committee, Fisher Bus Services and the Hamburg Teachers’
Association (HTA) for input and recommendations.
